What is the BolaWrap?

Thought of as “remote handcuffs”, the BolaWrap® remote restraint device is a patented, hand-held pre-escalation apprehension tool for police that discharges a Kevlar® cord to restrain noncompliant individuals or persons in crisis from a distance.

 

The BolaWrap’s surprising sound and ability to restrict an individual’s movement buys officers time and makes it safer for them to approach and gain control of individuals.

 

Situations between officers and uncooperative individuals are often chaotic, and officers don’t have many effective options to handle them. Instead of waiting for an encounter to unfold and escalate, the use of the BolaWrap can effectuate an arrest quickly, safely and humanely – ending the situation and facilitating a positive outcome that doesn’t result in injury or use of higher levels of force.

How does the BolaWrap work?

A one-time use cassette is snapped into the device. Each cassette contains a 7.5 foot Kevlar® tether with a 4-pronged anchor and integrated safety caps on either end to lower the risk of piercing the skin for both the officer and the subject. The cassette is powered by two independent micro-gas generators.

 

To deploy the tether: the officer loads a cassette into the device, turns on the power switch position which then automatically illuminates a multi-dot laser for accuracy and LED light for exposure. The officer then presses the activation button to deploy the tether. A new cassette can be reloaded into the device in approximately 3-5 seconds.

Why should law enforcement officers use the BolaWrap?

Restraint happens at a distance. Temporarily restrains an individual from 10 to 25 feet away.

 

Doesn’t rely on pain compliance. Does not use chemicals, electricity, or other agents that cause pain.

 

Reduces the need for higher levels of force. Because the BolaWrap isn’t designed to cause pain, it may be used during the first stages of an encounter before escalation takes place for early intervention.

 

Buys officers time. Creates a window of opportunity to safely advance and detain (or get help for) individuals.

 

Compels compliance. The combination of the loud sound and rapid cord deployment can distract an individual and encourage compliance.

 

Provides humane remote restraint. The device restrains without injury in situations where reasoning and verbal commands have failed, or are likely to fail.

In which situations should the BolaWrap be used?

BolaWrap was designed to be used on non-compliant subjects who need to be detained but are not responding to verbal commands of officers. Before an encounter escalates to a point where high levels of force may need to be used, the BolaWrap can be deployed to help safely restrain a subject from a distance, without relying on inflicting pain to gain compliance.

 

Ultimately, each law enforcement or military agency creates their own policy and procedures for their agency to determine when the BolaWrap should be used by their agency.

 

WRAP suggests the following scenarios for when BolaWrap deployment should be used:

 

  • Emotionally Disturbed Persons (EDP)
  • Passively resistant and non-compliant subjects
  • Mildly aggressive non-compliant subjects
  • Mentally ill subjects
  • Suicidal subjects/Persons in crisis
  • Subjects under the influence of alcohol and drugs
  • Armed (not with a firearm), non-assaultive, non-compliant, non-mobile
  • SWAT operations

What is considered a successful use of the BolaWrap?

Success is defined differently by various agencies, but the ultimate goal is for usage of the BolaWrap to result in compliance by the suspect and the safe ending of an encounter without injury to the subject, the officer, or bystanders and without the need to use higher levels of force.


Success can be achieved (and has proven to be achieved) with the BolaWrap in the following 3 ways:

 

Displaying by the device – simply displaying the BolaWrap and pointing the multi-dot laser at the subject can motivate the subject to comply.

 

Deploying, but not wrapping – the contact of BolaWrap cord, along with the loud sound emitted by the device can cause the subject to comply, even without achieving a full wrap.

 

Deploying and wrapping – deploying the BolaWrap and wrapping the subject’s arms or legs, thereby restricting the subject’s mobility and creating a window of opportunity for officers to rush in and take the subject into custody without injury or the need to use higher levels of force.
